Indeed, that's the way the (very well spoken-of) gtex for DOG/Windoze
PCs does the job.
I believe it's eminently sensible.
We had a two-stage font system here for a while; if the font hadn't
been generated you couldn't print the .dvi file direct -- you had to
convert it with dvips first.
With the advent of the DC fonts (and an active natural language
processing group) we've given up that distinction: the print spooler
will generate fonts for you if necessary.
